Why is matchmaking so bad in victory track? Can we not just match with others in the same tier?

Generally you will, but there's also the possibility that there is no available match in your tier at the time, so the search expands. The alternative is longer wait times.

It doesn’t. The person you match without outside of your tier was probably in your tier 2-3 matches ago lol.
