the cosmic egg relic innate stone isn't increasing the lvl

After adding the cosmic egg relic innate stone, the lvl is still at 40.
I acquired all BG scrambler objectives cosmic egg relic innate stones.
Anyone seeing this?

A 6* HTD cosmic egg relic at sig200 is equivalent to 7* HTD cosmic egg relic at sig1.. if you can rank 4 a 6* relic it might help in prestige.
