For void with spider man 99 relic, why the debuff made by relic can not deal damage?

It does. Not sure about this specific relic, but they do interact with debuff nodes

I didnt know voids damage didn't increase off of that extra debuff.

Does this effect red guardian too?

I also didn't realize void wasn't dealing damage for those debuffs, I have an ant man relic on him because I thought it worked.

Red guardian does benefit from the debuff off the spidey99 relic, in my experience.

I would like evidence that this is the case, if possible, because my own test indicated that Void does deal damage with the Relic Debuff.

I think you’re getting confused with the Wither and Physical Vulnerability from the Ability Rune; those are Passives, as stated in their description, and thus Void doesn’t benefit from them. The Striker Physical Vulnerability, however, is a Debuff, and Void seems to benefit accordingly.
