Madeline Pryor glitch or Intentional?

My Madeline Pryor is only at sig 1 after duping, is this intentional or a glitch?

2 stars only go up one level each dupe….

Correct, and 3* only go up 8 Sig at a time (not 20).

(don't ask about 1*, lol)
