There's not a lot of cheer I can offer, and that's coming from the owner of a R4. He's pretty low to mid at everything and the 'he needs a second buff' argument has been going on for years.
He'll contribute to your Collectives score and be usable in Arena, for the first couple of rounds maybe. He might be useful as a synergy partner for a couple of Champions - Mysterio or Kingpin maybe. Sorry, clutching at straws here for you...

Nah, that's okay; about the response I was expecting anyway. Back in the day, the first ever 5 star Id pulled was Cyclops (New Xavier School), so I'm used to much more staggering disappointments. That being said, I hope the Disney+ show leads to this guy getting buffed

He's absurdly underrated.
Solid damage, interesting and adaptable utility, including the single most reliable and effective counter for Unblockable in the entire game. Seriously - he's the best there is at blocking Unblockable attacks; which is worth considering when it's such a favourite BS node in Endgame content.

Where do you use him? I have had him forever and just don’t see much reason to rank him or use him over XB, Okoye, Yelena, Mr Knight, etc
If your don't see a use for him, it's probably a Skill Issue: if you're skilled enough, you just may not need what he has to offer!
Patriot is very simple to use, does really decent damage, and the main thing he does for me is that he solves the problem of not being Skilled enough to Dex a lot of Unblockable specials. And whilst there are other champs who can block Unblockable Specials, it's really only Patriot and Kushala that can also block Unblockable basic attacks.
Any time I've got an opponent on some kind of Unblockable node, or a Science opponent on a block penetration/Aspect of War/Invade node, he's an option I reach for. He's also great for most opponents who cause Miss/Falter, not just for Photon. He needs to parry regularly, but that's not a problem for him!
The rapid combo gain can be useful, but clearly you'd have Okoye for those opponents.
I don't want to suggest he's amazing: he's underrated, in that most people's overall impression seems to be that he's completely useless - he's not. He's a simple-to-use champ with decent damage who has a bit of niche utility almost no-one else in the game has. Personally I find him a helpful tool to have in my toolbox, but at the same time, he's not my chosen r4 or R5 candidate, either.
