Doc Oc, plenty of utilities ... one of the decent Tech champ, along side Starky, Star Lord, Vision (both), Yondu, Nebula and Green Goblin.

Venompool's random buff is too random to be dependable, he has good bleed, but there are many other champs with better bleed, in addition among cosmic champs there are plenty that you shall priortize, such as Hyperman, Angela, Medusa, Drax, Cap Marvel, Ms Marvel, Thor, King Groot (5* and 6*)

Forgot to say, I have both Doc Oc and Venompool as 4*
Doc Oc 4* undupped, currently at R3/30 .... will bring him to R4/40 soon
Venompool 4* dupped, currently at R3/30 ... will remain at R3/30 for Arena grinding purpose

Doc Octopus because he is one of the best tech champions. I think there is no point of discussion on whom to rank between venom p and Doc Ock. Doc Ock is far much greater than venom pool.
