Is it better to R5 a 4* Thor, or R3 an unduped 5* Drax?

If they are both duped, I would go with Drax. I have him at 3/35 (sig 20) and Thor at R5 (sig 99) and Drax I am able to use more often in my lineups since his bleed is solid.

What if Drax is unduped?

Then you may want to go with Thor since you want be able to get as many Fury buffs with Drax but it really comes down to your preference
