I'd say that the evidence in the movies is that Odin was the strongest of them at his most powerful, Hela was the second most powerful at her most powerful, and Thor was the third most powerful at his most powerful but we also haven't seen him as powerful as he will ever be yet, as his power seems to be continuing to grow with each movie and for someone that is an heir to Odin he's practically still a child compared to Odin and Hela.
