Has dexterity been buffed?

I just leveled up to 38 and I put a point into dexterity but I realized that now it increases critical rating and instead of the time of it lasting it now increases crit rating when you put points into it.

@will-o-wisp I know that but it looks a lot different.

The only thing tha changed was the time (it wasn't there before) and it no longer refreshes after multiple uses.

Parry and dex should be the first masteries you unlock. What do you have in Defence with 20 points?
