What is the most powerful Secial 2?

From my limited experience, it’s either Corvus with all his missions or Scarlet Witch when she has several buffs.

Still, I hear CapIW has a really powerful Special 2 as does Sparky but I don’t have them.

CapIW. No synergies or ramp up needed. With a few kinetic charges he destroys.

Wasp might not do the most damage but she’s certainly an honourable mention in my opinion. Depending on the number of debuffs on the opponent and class relationships, she can hit anywhere between 25 and 40k raw damage on a sp2 at 5/65. I’ve even hit higher than that before, this is just the average values you see. This then applies 5 stacks of power sting so if you bait a special immediately after it then deals another 11k direct damage. It’s pretty impressive when you’re using her, since she already does a ridiculous amount of damage without specials.
