It works just like the three ways to nullify Limbo. -You can avoid limbo from triggering -Limbo can trigger, but there is no damage -Limbo was activated, but Magik got no health back

So, no it won't work on something already active on a champion. It does, however, stop Tenacity from triggering as often in characters like Agent Venom.
