My account is level 15 but has not beaten Act 2 yet. Will I have to beat Act 2 to gift? If I have to, can I still gift if I beat act 2 after the gifting event starts and be able to gift?

Anyone know when we will get more info on his buff? Like maybe when we can see him in beta or some gameplay? Hoping his damage is insane!
