Has any thought ever been given to expanding the 2* pool in the 2* crystals and PHCs. I bought the mastery core offer and it popped up to buy again. Is this intended? I don’t want to buy it twice and get kabammed if it’s a bug

Ghost Rider regen
I've done numerous fights with Ghost Rider and I've noticed that his regen only seems to activate on the first heavy attack used in each fight. Each subsequent heavy attack has never triggered it during the same fight. Is this a bug or is this how the ability is supposed to work?
