Ghost Rider regen

I've done numerous fights with Ghost Rider and I've noticed that his regen only seems to activate on the first heavy attack used in each fight. Each subsequent heavy attack has never triggered it during the same fight. Is this a bug or is this how the ability is supposed to work?

    Not a bug. You can only use each judgement once until you use your special 3 to remove them (you will see a debuff after each judgement). After the special 3 is used, you can use the previous judgement again. And repeat.

    Like said above you have to use a special 3 to reactivate any judgement, read up and do some research on him because one you get it down right hes a pretty great champ.
