There definitely has not been a boost for the duration of the calendar. Typically a boost comes twice a year, for a week at a time.10 -

I found Apocs sig to be extremely useful for AQ. Once I realized he worked extremely well for my paths, I max sigged him. I don't think it's the best for general questing but it can help.2
