Like Blackshadow0203 said, it's due to the damage cap. G2099's sp3 can't bypass stuff like Safeguard.2 -

Willpower won't do much for you with Aegon as your main attacker, you'll be shrugging off debuffs anyway. I do strongly recommend maxing Limber. One misstimed evade and you might find yours…2
