2nd to last Monday each month is when Dungeons resume, so assume that will be when new Dungeon Crystals will be both announced and available since last set of Dungeon Crystals are already gone.1 -

Yes (apparently), according to @Zeezoos the Damage was still being reduced further, just not increasing the stun time with extra mastery points in there.2 -
