They are still testing it out. They said they have re-enabled it only in certain sections of game (apparently arena), and possibly only for some players at this time too.1 -

War Match is based on “War Rating” (Potencia Guerrera), which is same 1262. Does not matter that Prestige or Alliance Rating is so different.3 -
