I'm having the same issue. There is no refresh timer or refresh cost. I have champs that are locked that should be available now. I put in a ticket so they should be aware of the issue.

You are probably right. I would at least like them to acknowledge what is happening. Just take a look at the top 150-200 of the Kingpin arena. At least 1/3 are bots. I looked up the accounts.
