As to AQs, they always open at 21.00 (GMT+1). As to what day they launch, in case you lose track of it, you can easily figure that out by looking at the reset of, for instance, T4BCat shards in the glory store. Usually, after the end of an AQ week, there is a three day period until the launch of the next one, though.

Subject to daylight saving adjustments, AW matchmaking always open at 20.00 GMT+1 (6 pm UTC; 11 am PST, I believe) on Wednesdays. After that, the starting time obviously depends upon when you launched your previous AW. AWs are constant. AQs are not.
