What is the “Banquet Crystal Selector”? Is that just a progression based selector for banquet crystals? So choosing between GBC and SBC ect?

Hey yall, I just got Jean today as a 7* a DJ now I’m contemplating picking up Dpx since she’s going to be my main mutant I think. My roster is 7* Nico duped, 7* Carolina, 6* Bastion duped, 6* Onslaught duped and 7* Shathra plus I pulled 7* Medusa this week. I want Dpx, Senti or Medusa, or go for the Nexus

6* awakening gems and alliance store
I know 6 stars are kinda on their way out to the grave for paragons and above but they are still usable in BGs and I really needed to awaken my Nico. What happened to the awakening gems in alliance store? is this nerf permanent?
Just for clarification..
So every 15 SBCs guarantees a Jubilent crystal, is that correct? So I have enough units for 45 on day one, this means I should be guaranteed three outside of the milestones? If this is the case, does it still mean you can get more in between?
