You should cross out the name of the player at question for cheating, per the forums rules.
What do the fight stats look like? Sunspot could generally take Yelena and be fine, I'm just questioning the time with safeguard. Fight stats would help.
One of the things that bypasses Safeguard is multiple DoT, so it MIGHT be possible. His L2 is pretty nasty. Of course, I have no idea. When in doubt, send a report. They don't ding people for playing legit

It's a bit of a tough one, but seems unlikely. His DoT is never a significant amount of damage, and 29 hits and 29 seconds isn't going to cut it getting through safe guard, especially considering only 11% of the damage is from DoT. The no damage taken doesn't mean much because he has perfect block as long as there's an incinerate on the opponent. Best to report just in case. Kabam will be able to easily tell if they're cheating.

Combos in BGs have been bugged since the beginning. They are unreliable as evidence in any direction.
Safeguard is one of the nodes, so his damage is capped. The damage doesn't indicate anything about his rank.
Can you send a link to the rule that requires crossing out the name?
Not gonna dig for where Kabam has expanded on this and stated specifically that names should be removed from posts making accusations of cheating. You can look that up for yourself if you want. But it is generally known (at least by those who have been here for some time) and has been consistently confirmed (generally through the removal of those images containing names) that this is the rule for such posts.

All reasons cited are perfect. Go replicate it in a practice round. I tried three times with my R1 Sunspot vs. my R3 Yelena. Impossible in both theory and practice - with a smaller match gap, without the meta.
You can't prove anything with Kabam. You can't prove Spiderwoman's nerf was offensive, when they said the exact opposite, either, but we know it was. Because when you ask for proof in writing, they suspend your support account. However, I do know that I face the same modders, season after season. Typically at point and milestone thresholds, foreshadowing the even-more typical "lose 5, win 5" cycle we're all accustomed to.
Everything in this game is unreliable. And volatile. Yet you wish to be cautionary about a perfect score in 29 seconds vs. Yelena. Safeguard being the meta only serves as more credence. Being unduped is a good indicator of rank. As is the DOT.
Talk about being snippy...I don't even know what you're trying to say at this point. You don't know the ranks of either champion because you literally don't know, so you're going on about something you don't have the information to form the definitives you're after.
With the information OP has provided, it is most likely that this is a cheater. No one is saying they're not cheating. But you're adding things to the conversation that have nothing to do with it and injecting even more based on information that you simply don't have. Your ability to replicate a fight without specific information or the nodes isn't helpful either because it isn't a true replication. At the end of the day, this player needs to be reported for Kabam to review and most likely ban.

I’ll inject whatever I wish. This is a forum, not a court of law. When the same modders appear, season after season, that’s a perfect time to regale about my own experiences with cheats. Particularly when these “patterns” seem to be the norm.
For instance, Ironmark, keep the photo of the cheat’s name, like I do. And when next season starts, look them up. Note as to whether they were or were not banned. And when you’re at 93 points, shooting for the 100 point radiance milestone, watch carefully as to who you’re confronted with in your next match.
