Champion balancing

So hopefully everyone got to see the message about pausing the balancing.
*This is not a negative post just thoughts.*
The best thing to do would be to have your creators test the champs thoroughly and correctly ahead of time.
I know this has been a topic that comes up a lot but a random rank down ticket here and there would help with some of the frustration.
Some may choose to use it on said champ and some may not because of synergies, champion play style, etc. (The original rank down ticket would be nice).
Personally and hopefully some would agree, having the ability to change your roster around as the game progresses would be very nice.
The balancing does hurt some people because the rank up materials may be very hard to come by. So they rank up the shiny new champ and that champ gets balanced, now that summoner has to wait forever and a day to accumulate the proper rank up materials.

Appreciate the effort towards making more info available to the player base. Honestly, until I know exactly when a champ is "finished" or until I can be assured of at least a resource refund if a new champ is tuned down, I'll be much less likely to r4/5 or r2 any champ that is under evaluation.
