Hulk rags vs classic DD bug?

in Bugs and Known Issues
Just fought classic DD in arena vs hulk ragnarok and DD evaded the sp1 which is a hammer smash, not a projectile. Is this by design?

    Technically the sp1 is the ground causing shockwaves hence it has range to it
