Capt. Sparkle's double heavy does not work against Surfer

I, usually, finish fight with sp2 and double heavy, with Capt Sparkle, but, it does not work against Surfer.
I was exploring master EQ, and, noticed it.
It worked with all the champs in the map, except for him.
Maybe some abilities that I dont know???

    So silver surfer has a slower recovery animation than all other champions which makes it hard to land double heavies or to land an attack after a heavy, the trick is to launch your attack once he starts to rise out of the board I believe

    You're right.
    So, it might be too late fore second heavy, I guess.

    His recovery time takes longer than other champions. I dont think its intended, since it just makes him worse both on offense and on defense

    Same with Hyperions heavy. Works if you wait a little bit after he gets up
