OG Vision is my go to for Sinister. Though, he has to be at a high signature level to be able to shut the healing down from the beginning of the fight and maintain the heal block.

Edited: Sentinel works real well against him too.

Ordinary fights between Warlock vs Sinister go like this:

Inflict the infection: no more healing.
Avoid SP1 since it inflicts Shock (which Sinister can throw back at you) and removes the infection; thus allowing Sinister to heal again.
Spam SP2 for crazy damage.
The end

If you're talking about the big bad boss Sinister in Act 2, you might want to be more cautious and throw SP3s for Power Burn instead. You might also want to use a Tech Power Boost on that one - I'm sure I will, when I get there; but haven't yet.
