Perhaps I misinterpreted the question, but I first took "stronger" as just physical strength- which would be Hulk, but 'most Powerful' would be either Dorm, Dr. S or Phoenix (but in a skimpier costume...)

Thats true silver age strange was OP and king thor took out galactus, compared to that their current versions are like Luke Cage in MCOC. Idk about phoenix being the top she is definitly up there and arguable for first but King Thor with the right equipment could give phoenix a run for her money, same with dormammu if phoenix got drawn into in his realm and Dr. Strange.

Idk about phoenix being the top she is definitly up there and arguable for first but King Thor with the right equipment could give phoenix a run for her money, same with dormammu if phoenix got drawn into in his realm and Dr. Strange.
White Phoenix of the Crown can casually rewrite timelines and control entire universes telekinetically. Different league from the rest entirely. Dragging a fundamental force of nature somewhere isn't really a posibility, it just resides on a higher plane of existence

Good point, but the reason I specifically brought up those 3 is because of their ability to manipulate chaos magik basically the yin to the phoenix force's yang. She can be weakened against opponents that have strong connections to chaos magik which Dr. Strange could access. Dormammu is actually on par to the phoenix force he too has the potential to have multiversal manipulating abilities he is equal to phoenix and he is even more powerful in his own dimension, they have had canon confrontations where he has won. They can't technically kill each other but Dormammu has the advantage of being able to restrain the phoenix force with his mystical banishment abilities and conjuring powers. King Thor I was on the fence about but him taking out galactus with the right weapons is a sign there is a more than likely chance a weapon that manipulates chaos magik can be used to even out the playing field slightly. Yes phoenix is a force of nature but that really doesn't mean a whole lot in the marvel universe, the odin force, chaos magik and dark dimensional energy are all forces of the universe and can match the phoenix force to some degree
