Nebula sp1 not working no power drain

  I've noticed this also since launch. It says power drain but doesn't do anything,no matter how many charges she has built up.

  You know that you must first transfer the charges to the enemy I hope? So the procedure is as follows:
  
  1) Let Nebula charge some electro shocks through holding block.
  2) Do a well-timed block (aka parry) to transfer the shocks to the opponent
  3) Use your specials. Special 1 will power lock 1sec per shock and drain x% per shock now.
  
  Nevertheless, there is a BUG, that prevents her from charging electro shocks currently. If you get hit while blocking
  the charge timer gets reset. Which makes getting a good amount of shocks way too hard against aggressive AIs.

  @tweakbsd is correct. When Nebula hits with her SP1, she drains a portion of the opponent's power for every Shock Debuff on the opponent. However, while the Power Drain will activate when her SP1 hits, if the opponent has no Shock Debuffs on them, she can't drain their power.
