Yondu sig ability messed up

Someone explain this to me. Yondu sig ability reduces special dmg by 14% at sig1. I am now at sig100 and it reduces dmg by 0.14%( you read it correctly 0.0014) . And at level 200 it reduces dmg by 10% ( worse than sig1).

Are you encouraging people to not dupe Yondu?I know he isn't great but this is pouring salt on the wound everytime we dupe him.

    Is just likely a visual bug.
