Nick Fury phase2 bug ?

I’m not sure if this is intended or but today in map 7 while fighting Moon Knight mini in section 3 in NF’s phase 1 I had a couple of bleeds on him and I got hit by him when MK was at 2% heath..
As soon as I got hit my NF started going to his real Nick Fury phase but MK died due to bleed mid combo .. for my next fight my Nick Fury is at 12% health as compared to 100% health of his phase 2 ..
Is this a bug or it’s intended like this ?
