    I know Aegon should be high sig. I have only 25 sig stones at most currently

    since you are listing people of multiple classes i'm guessing you mean a generic awakening gem, i'm also guessing you mean 5* characters, so even if you don't have the sig of those i would consider aegon at the top of the list even if you don't have enough sigs yet, the cap IW, then none of them are really generic worthy after that, maybe CMM if you really like her. I would do aegon or CAp IW and just wait slowly to bring their sigs up like say cyber Monday coming up where lots of sig stones will be available to buy with money or units saved up (save your units kids).
