Summoner Showdown Issue

Does anyone else have the issue of not being able to access the Summoner Showdown (Show Up) Chapter 3? I've completed Chapter 2, but it keeps saying I need to complete Chapter 2 to access Chapter 3.

    Not out yet... few people already mentioned it here that it's open at 1:00 PM (EST) today - change to your timezone of course.

    I'll be happy when this event is over. So much hand holding for people it's ridiculous.
