BWDO - Cruelty Bug?

Playing BWDO on Cavalier Difficulty 2.2 monthly quest. I added Falcon for her covert expertise synergy. To my knowledge, this should allow triggering of both her precision and cruelty buffs when finishing a combo with Widow's Insight active.

However, only precision triggered.

Does anyone know anything about this?
