Magneto is broken

Hey guys there is a problem with the red version of magneto where while fighting Ultron his regen isn't activating even though Ultron turns energy attacks into regen based on sig level I'll be putting some videos and pictures to prove my point

    That because Magneto also reduces Ultron’s ability accuracy preventing him from healing from energy attacks.

    True but it's only 70%. I've yet to see Ultron Regen even once
    With the recovery mastery i see it happen all the time but yeah absent the recovery mastery it doesn’t show a heal or direct damage.

    In the arena the ultron’s I face heal based on the 70% chance but when you face an ultron without he recovery mastery (like the duel target) they do not show a heal.

    But this could be because of willpower right? I'm asking about the heal from basic hits
    Willpower doesn't effect robots so it's his sig
