Keep having to do long download on ios11

I play contest of champions on an iPad Pro and an iPhone 6s. Both are running ios11 but whenever I try to play on the iPhone it starts the 500k+ download. This makes the game unplayable when not connected to the WiFi and is costing me my monthly mobile data usage. Doesn’t happen on the iPad. It’s very annoying and means I’m effectively tied to WiFi for this game.

    It's happened 3 times on my iPhone 6S with iOS 9.3, also. I'm low on space - is the game deleting that file and then redownloading it later?

    It's happening to me to and it's not due to the offloading app feature because I have that feature disabled.
