Questions about Cyber deals (Thronebreaker)

I have completed one run of act 6 and have a t5c I could r3 a science but my best option is unduped capiw and need 450 skill shards to r3 duped falcon. So I have a couple of questions about Thronebreaker and cyber deals and since it is a monetary investment I am hoping you mods will help. @Kabam Miike @Kabam Zibiit @Kabam Lyra @Kabam Vydious @Kabam Porthos
1. Will there be different level deals/options for uncollected vs Thronebreaker. (if no ignore the rest of the questions)
2. If we do get Thronebreaker rank AFTER the deals are released will we gain access to the upgraded deals for that rank
3. If we buy say one odin as uncollected then rank up to TB will the deals reset and still get all of the TB deals. (I believe this was the case last year with becoming uncollected but not sure if it was intended or accidental)
