Not receiving gifting badge

I have over 5 mcoc accs. And on only one of them did I receive my gifting badge and I am well over level 15 for all of the accs. Is anyone else having the same issue? Is this an issue that kabam is working on?

Is it possible to complete Act 2 now and receive the gifting badge? Or, is it too late?
