Why can't I go to chapter 2?

in Bugs and Known Issues
In the February update side quest I completed chapter 1 and explored both the quests but then I'm unable to access chapter 2. It says that I need to complete chapter one when I have done it 100 percent and I even got the rewards for it. What is going on???

    Each chapter unlocks weekly. Wait till nxt week for ch 2

    Well then doesn't it usually say "Unlocks in something days or something"? Instead it says complete chapter to one first

    It is very clearly stated in the in game mail you received. Reading it (it literally takes about 15 seconds) would have solved the puzzle.
