Shouldn’t Apocalypse work for Spry/Gassed? Variant 3

I built up all 10 evade charges for Apocalypse, but when the defender’s evade fails to trigger, it still applies the fatigue debuff.

Is this a bug, or do I just need to use a different strategy?
