New alliance - what war map?

Hi all, just looking for a nudge in the right direction.
We have started a new alliance and are keem to commence wars. How can i work out what map we are likely to compete in? (i.e. Is it based on alliance rating?)

    It is based on War Rating.

    If your war rating is zero you will start in the lowest tier and have to work your way up. Alliance rating has nothing to do with it.
