Generic rank up gems not working on some champs

I am encountering an issue where I have two (2) generic 5 star rank 3->4 gems, but they only seem to work on certain champs. I have tried restarting but it is not working. I attached a screenshot with my mutant rank 3 5*s so you can see it’s happening even with champs in the same class.

    Did you get the 3-4 gems from variant by any chance? If so they are locked to champs released in 2017 and earlier which is why they won’t work on some of your champs
