Players got 99 uru NOT because of mistake just because T9 gives 11 uru per run. Thus according to the original design you need to run T9 x 10 times in order to escalate to T10. The design of 11 uru per run for T9 is likely to help those players who "mistakenly" played T1-T5 at the beginning.
In this case, 10 runs for T9 is consistent with the original design.
