  ensuring there's extra in case of mistakes shouldn't mean that the math for doing it without mistakes should be so bad lol. they couldve let the amounts line up properly while still leaving room for extra uru

  Players got 99 uru NOT because of mistake just because T9 gives 11 uru per run. Thus according to the original design you need to run T9 x 10 times in order to escalate to T10. The design of 11 uru per run for T9 is likely to help those players who "mistakenly" played T1-T5 at the beginning.
  
  In this case, 10 runs for T9 is consistent with the original design.

  You do the math then keeping in mind the original intention of this event.
