Guillotine 2099 Regen did not Activate

Hi, I'm not sure if it's an isolated case but my regen did not activate. Was wondering if anyone experienced the same? I made sure that I have my persistent charges at 2 but for some reason it did not activate.

    Ability Accuracy reduction, I think

    If you don't have an active armour up buff while below 15% then regen won't trigger.

    Same thing happened to me when I fought Crossbones before.

    Apocalypse on Mix Master and Agression prowess. He was just only throwing sp1, so no chance of concussions.
