Hawkeye Dialed In Bugged?

I'm using Hawkeye for the Avengers EQ chapter and am noticing that time does not slow down for his new dialed in/perfect release mechanic. Anyone else having this issue?

    It has never slowed down for me once.
    My allies can't make it, either, yet.

    After the recent parry issue hotfix in february, I tried a couple of times Hawkeye versus the winter soldier (ROL): sometimes the slow time was working and sometimes not during his specials, making that mechanic unreliable.

    Running Xiaomi 10T pro.
