Marvel contest needs to allow gifting less than level 40

I was ripped off after trying to trade with my friend, but he can’t gift because he isn’t level 40, any advice on how to level up fast???

    Xp boosts and exploring act 1-4 I did it in less than a month with only 20-30 mins a day

    And a couple days with using energy refills from alliance events and the calendar so maybe an hour some days

    What about allowing level 40 and below players to gift other level 40 and below players
