Buff paradox path in 7.3.3

There is a buff paradox path in this act that does not reward paradox charges when you use dexterity. Even after you have 3 charges, so I know it's not DAAR.
Also specials do not power drain at all on some champs, I had 7 charges with CAP IW. Launched SP1 and defender went to 3 bars of power.
