Is this Valentine's Romance event only available to certain Summoners, or can this Store Event be accessed by any Summoner of any level?

    It is limited, either on progression or level.

    Level 22 account can’t see it, level 40 account can.

    Need to beat act 3 to see the uncollected one. Kind of weird giving the same store proven players get to uncollected players.
