G2099 still bugged for years

When will you address the G2099 bug not having her sp1 drain double the power when hitting into block than not hitting into block. I tried to find my post from years ago in bugs and not there anymore. This is a major utility not able to be used. Draining 40% vs 80% is a big difference.
