Ultron (classic) evade passive

Hey guys, does Ultron (classic) evade passive ability bypass slow debuff? Just tried shehulk's heavy kick but did not work. I never thought about it.

    He reduces offensive ability accuracy per armor up he has. Perhaps this has something to do with it.

    If it’s in the event quest then he has a node on that lane that gives him 100% extra ability accuracy so he can negate the effects of slow. And the other comment about him reducing OAA per armor up is correct
