Honest question, why are the modders that disconnect the other player so hard to detect?

This has been happening for seasons now. I truly don't understand why this should be hard to identify - are there that many real disconnects during battlegroups?
So this season, I had no desire to push for higher tiers. I figured the cheaters were probably past me. Silver 3 and boom, same pattern - you are about to win the fight and magically you keep disconnecting until you forfeit. My elder marks are flushed down the tiolet.
It is beyond frustrating.

The disconnects are from your connection to the server and how stable that connection is.
I understand probability and RNG. But I have two accounts and at some point it is beyond to me.
its one of the only real time PvP event, even AW isnt actually account vs another. BG takes 2 connections leading into kabams connection that allows both parties to fight vs each other. its logical to say BG might have modders disconnecting or having some type of advantage. i say this b/c when i "disconnect" i get a lose streak, but if i lose then obviously the other party wins right? its not like we both lose, it clearly shows them winning a medal and advancing. so if its not a hack or mod, why is one part punished with both losing a streak and the resources to enter a fight and the other gets to advance?
